LCAs are not only purely cosmetic, but aside from f7 nothing available in the aftermaket is comparable quality to OEM.
Strut bars are a passive suspension brace, they will do very little in terms of real performance. They do look nice under the hood and make the car feel a bit stiffer, but they also add weight and quality examples can be a bit pricey. I like my neuspeed one, but I probably wouldn't waste money on it if I could go back in time.

The purpose of aluminum LCA's is to reduce unsprung weight, if it's not a race car you could do without it. A lower rear tie bar made a noticeable difference on my old 99Si Coupe, all other strut bars and LCA's were pretty much not noticeable as far as performance. A good set of coilovers and sway bars would be far better money spent. I took that 99Si from stock to all aftermarket suspension front to rear and would say the coilovers was the biggest change for sure. Anyways good luck!

Just my personal experience so take it for what its worth. I went from stock front strut bar and no rear strut bar to full password jdm 3 point and 4 point bars front and rear. I didn't notice a damn bit of difference. I quickly removed them and sold them in short order. To me, they are more of a bling thing. They look cool under the hood but thats about it. Kind of like a Bisimoto header. You pop the hood with one and everyone goes "holy **** batman look at that finely crafted header or (insert phrase here)", mean while everyone that can tell the difference between their *** and a hole in the ground just says "welp, another poor SOB conned out of $900 by Bisi" See what I mean?
Then how do you expect people to recommend anything to you?

How much under $1K is your budget? I gave you the best combo for that price point but it looks like you're going low budget.

Imean I could spend up to 800..I ve read a lot of forums and people said those perform well,but I'm still just looking and trying to figure out what to get.
