Default New TPs voltage reading too low. cannot adjust to spec

95 integra b18b neptune. Had a tps code so I bought a new napa tps. Put it on and I am getting too low of readings. WOT 3.3 -3.7. Idle is 0.00-0.08. I also put on a 70mm throttlebody but the CEL was on with the stocker as well.

So my voltage is too low. brand new sensor. what would cause it to read to low. reading off of red wire abd grounding to battery. Same thing happens whedn grounding to sensor

I finally figured out what was wrong wth it. I did not have the plastic tab on the sensor in the metal tab of the throttle body.

Car was still running horrible. Ended up being the screw fell off the rotor and tore up the cap. New parts on and car is a beast again. Can t wait to get it on the dyno
