Default Ls/vtec wont start need help..

0bd2 ls block mated with a b16a2 head...

just completed conversion and car will not turn over, checked timing and everything looks to be fine.Car is getting fuel and spark, went over each sensor and ground still no luck...Being that the is block is obd2 i'am stumped on the pvc system. Not sure if the lack of a the pvc system being conneted is my problem and if it is how do i solve it...

did a compression test and i got 180psi in 3 cylinders and 165psi at cylinder 2 what can be the cause of this? and could this be why the motor wont turn over? Any help would be greatly appreciated...

Crank and turn over are the same thing, you mean engine turns over, [cranks] but will not fire, [start].

You would need to do a leak down test to see why cylinder 2 is lower then the rest, although it is not low enough to keep engine from starting.
