i have a 91 civic with a b16a obd1 pr3 ecu with the codes 9 #1 cylinder position code and code 15 ignition output signal any direction on where to go on these?

 

Both are distributor related.
Double check your wiring from the distributor to the corresponding pin on the ECU.
If all wires in the proper place, then swapping out for a new or knowing working distributor would be in order.
