Have you checked all connecting wires to those lights?

What do you mean ?
I checked the wires and they are not damaged.

I did a little reading and looks like there is a relay for the turn signals.
Does anyone know where I can find it ?

Car is a 91 SI

your flasher relay should be functional if your right rear signals are working yet blinking faster. check to make sure you are getting power & ground to the right front signal. a wiring diagram would be helpful if you are unsure what wire is power/ground.

when is flashes fast that means you have a short.
Mine does the same thing for the right blinker...the tail and headlight blink fast but the bumper blinker won't blink. I can hit it a couple of times and it'll go back to normal but when i drive it'll go right back to shorting.

I have checke the wire for damage of any sort and I can't find any. Mine is an 89 si gl and lmk what you find out bro.

So I opened up the harness under the hood it turned out to be the harness had bent somehow and the wire had torn.
I soildered it back together and shrink wrapped it and it was good to go.
