Try it this way:

1.Tighten the tensioner 14mm bolt and then back it off 1/4 of a turn.

2. Turn the crankshaft counterclockwise (the direction the engine runs) until 3 teeth on the cam gear have gone around, you can tell this by looking at the little hatch mark on the cam gear and counting 3 teeth as it turns. After you have done this, then,

3. Tighten the tensioner 14mm bolt. The belt should be at specified tension.

Referring to his very nice write up in the FAQ. Also might be a typo but your first post talked about turning the motor 3~4 times.....should be more like 3 teeth.

After those steps you listed, you're suppose to TDC the engine once again, turn the cam gear three teeths counter clockwise, loosen the tensioner adjusting nut 2/3 of a turn and retighten and you're good to go.

before turning the cam gear three teeth you need to first loosen the adjusting nut.

According to All Data here at work:

1. Disconnect the alternator terminal and the connector, then remove the engine wire harness from the cylinder head cover.
2. Remove the cylinder head cover.
3. Set the No.1 piston at TDC.
4. Loosen the adjusting nut 2/3-1 turn, then tighten it.
5. Rotate the crankshaft counterclockwise 3-teeth on the camshaft pulley, then reloosen the adjusting nut to create tension on the timing belt.
6. Tighten the adjusting nut.
7. After adjusting, retorque the crankshaft pulley 250 N.m (25.0 kg-m, 181 lb-ft).

Works everytime for me.
