no start when cold

95 LS, no mods...
when the car is cold, like first start of the day, i turn the key and i get nothing, no starter, only the main relay click. If I hold it in thye start position it will usually start right up within a 30 count. when its been driven or is warm, no issue, its fine. All the grounds are fine, fuel pump kicks on, battery has correct voltage. Ignition switch? anyone have any suggestions?

mine had the problem in the opposite way; when it was hot it wouldnt start but it did when it was cold. it turned out to be my relay (was unsoldering itself in the heat) and i fixed it. look more into the relay ? i know you said it clicks but mine did too... just an idea.
