JDM H22a OBD1 Dizzy to OBD2a (Throwing Code 9)

I have a JDM H22a swap... OBD1 internal coil dizzy, and i converted it to obd2a to match my obd2a civic harness...
I just started it tonight for the first time in about 6 months and i am throwing code 9.
Why am i throwing code 9? I am 95% sure i had all the correct wiring done... So what causes this considering my situation.
EDIT: Forgot to add, its a 98 civic, 98 harness, obd2a to obd1 step down, phearable chipped p28...

UPDATE: I tested the p28 in another h22 hatch today and it started right up and no cel.
My 1998 HX harness didn't have a ground pinned in for the CYP ground, so i pinned one in and grounded it out. Still got the code 9... I checked my obd1 to obd2a conversion on my dizzy and everything checked out fine. I shortened the wires and redid them just help out with the ohm reading but the cyp sensor ohms out within spec.
I am really at a loss atm because i don't know what is wrong. The dizzy worked fine last time i used it. (before i tore out the motor and rebuilt)... So i am doubting that the dizzy went bad.
What would cause this problem? I really tried diagnosing the problem but idk what else to do.

The car starts and runs totally fine... Just the code, and no inspection or emission for me with a code on. So it needs to be resolved.
