Rust coming back..should I fix or start on a clean shell???

My car is an 88 with 137,xxx. Everything works and I'm ready to swap the motor this winter, however living in Chicago, the rust has started to come back around the wheel wells and inside the rocker panel. Question: is it worth fixing the rust or just start on a clean shell and transfer everything? I do not drive the car in the winter or when it rains. I need your opinions. Thanks
If the rust is coming back then it wasn't fixed properly. Find someone to fix it properly so it won't come back and keep it, especially if you don't drive it in the winter anyway.
Fix it, keep it and buy another car... build the other car and use the one you got now as a daily driver... 2 car's rule... you can always tell the chicks you have 2 cars!
