Default Ground Control Tophats Help

So I'm in the process of putting together the Koni/GC setup and I can't for the life of me get the metal sleeve through the two bushings in the tophat.

Anyone know what I'm talking about and have some tips for getting that bitch in there? I'll post some pics when I get a chance but I also need to know if it should be inserted from the top or bottom. Thx guys.

If they're anything like the Ebay ones I have sitting in the garage I used a socket and stood on it.

I had the same problem.

To get the metal sleeve through the bushing I did the following:

Removed the top washer (pie-dish shaped) so alittle thread is showing on top.
Screwed one nut on top of the metal sleave using a rachet to push the sleeve through the bushings. You will here poping sounds as the metal sleeve goes through the bushings.
After the sleave goes through the bushings, unscrew the nut and now you have enough thread on top to install the washer and two nuts.

So I got the sleeve through one of the bushings and it sits flush on the bottom, however it doesn't go all the way to the top. Either I need to hit it harder or it's not meant to go all the way through both bushings?

Bottom View:

Top View: (note the space from sleeve to top of bushing)

Also, is it normal for the bump stop to want to fall out of the tophat and sit ontop of the shock body?
