You do not need to remove the fog lights to take off the bumper......

Remove the turn signals and access the bumper beam bolts there (4 total)
1 screw at the top of each bumper corner/fender (by corner light)
2 bolts at bottom of bumper on fender liner/bumper
Remove grill
clips along bottom

Should come right off

The foglights again, are not going to help you take off the bumper - the 94/95 foglights are just screwed in (4 screws) then have a clip to the wiring harness.

The turn signals in the bumper are held in by a single screw you can access from the lower bumper grill through a small slot.

Taking off the foglights are not going to help you at all.

*edit*

The reason I say they won't help is because there is a bolt on the other side of the bumper bracket where it bolts to the frame. You could potentially get one of the two bolts out but the further one would be a pain in the ***. I also would think if your turn signals screw is rusted up, the foglights are going to the same if not worse.
