VTEC is the variable valve timing system Honda employs on some of their engines.
As for the difference between the two engine types, you're looking at a small power gain from having a VTEC engine, as it has a second set of valves to allow for more air/fuel consumption (which results in improved performance figures). On the D17 platform, you're not going to see much noticeable gains, as its not an engine that differs much between non-VTEC to VTEC versions.
I'm looking to buy an '04-'05 Civic (manual). Don't know if I should shoot for an LX (A1) or EX (A2). I need to find out what else the EX gets you over the LX. Doesn't sound like this particular VTEC version is as big of an improvement over the non-VTEC model as in the previous years huh?

EX also comes with the chrome trim kit. It is chrome around the gauges in the cluster and on the air vents. Also everything in the EX is power. Mirror, windows and locks.
Just go for the EX. you can do more upgrades with less work/money put into it, as well.... such as the sway bars. hah
