Think through what you just said, how is a OBDII to USB cable going to do anything without any additional hardware or software?
Hondas are not like WRX's or other turbo vehicles where you can reflash the ECU using something like a COBB tuning system and turn up the boost or change air/fuel ratios amongst other things. There is no magical switch you can turn 'on' with an Accord or Civic that magically unlocks more power.
You need to do some more solid research and not listen to your friends or eBay listings.
(Before you ask, electric turbo/super chargers do not work, nor do any of the 'chips' on eBay claiming HP and MPG gains)

So in order to change say the speed governer which is at like 195 kmh, i would have to get a new ECU (or some kind of additional hardware)? And i have been trying to find out but i couldn't find anything on it so I'm asking here. (btw im 17 and a noob at this stuff clearly)
What model & year is your Accord? Have you done any upgrades to it to help you steer and stop effectively at those speeds? The reason Honda put a limiter on the car is becuase of safety. Honestly, I highly doubt that there is anywhere that you would have the need to go any faster than 195kmh.
There have been 1,000,000,000+ of threads inquiring about removing rev limiters and speed governors on this forum. Strange that you couldn't find any info on it...... If you want to find out more about chipping and tuning Honda ECU's you should look in the Engine Management and Tuning section
or you could try joining the PGM-FI.org forum and doing some searching there.

Tires, road surface, road condition, potholes, suspension, etc play a huge role in going those speeds - there is a reason race tracks are highly maintained and are smooth flat surfaces and why NASCAR has rain delays......
Not to mention around those speeds you are reaching limits of your motor to begin with.

Ok i don't actually want to remove the governor I'm just wondering like what are they capabilities of this cable because i already have it now. Can you do anything with this cable? Also i have never actually hit the governor i think my car would die before even touching those speeds. Sorry if i'm wasting your guys time.
Just out of curiosity what cable is it that you have, is it an actual ALDL to USB cable? If it is did it come with any sort of Honda software? You would need Honda specific software to flash the OBD2 ROM with any kind of cable.
Now, if you had a chipped OBD1 Civic/Integra ECU along with tuning software you would be able to do something. However that again depends on the cable you have.

it does come with software but its more like a universal type. and I'm not sure it just plugs into the port under the steering wheel (OBD2 port) and then usb to my laptop. what if i use a 93 Honda accord ECU will that work for the OBD1 your talking about?
Sounds more like you have a USB OBD (ALDL) scan tool. What is the name of the software?
As far as I know the OBD1 chipped ECUs can not be tuned through the OBD port. They require a special serial to usb cable that connects directly to a port installed inside the ECU. OBD1 ECU's that can be chipped come out of the 92-95 Civic and Integra.

The unit itself is called galletto 1260 and its just their own software. even if i could monitor stuff with this cable would be amazing. ive learned that the cable or ecu uses com8 port, and ISO protocol.
According to the manufacturer you should be able to plug that in and tune your car. Unfortunately I was not able to find any tech support for the product or the software. They do not have any tech service for how to use the product to tune your car.

Ok here what I've done so far: Installed the drivers for this cable with windows xp. Then ive download several different scanners and no luck yet. The Software that came with it seems to almost read it but comes up with a error saying: Error turn dash off for 10 seconds then turn on for 10 seconds before continuing. So i do that and still no luck. Ghost Accord look up that in youtube and there is this guy that uses it for a civic. still not sure what i can do with this cable. ill keep trying and updating
You can't do anything with a cable that is a magic bullet like The Muffin Man stated. It's a ripoff gimmick. And to Green CRX that told you get an upgraded chipset, he must think you are trying to boost the performance of your PC?
