If you can find the OBD2 ITR harness it'll basically plug and play. What year and model civic do you have?

I can't comment on BAR, but I can tell you that an OBD2 engine harness would make it plug & play. I'm using an US OBD2 GSR harness on my 94 Civic w/ 97 JDM B18C Type R swap. I had to modify the harness for the EVAP purge solenoid because the pins are different for the GSR. I think I had to combine one wire from the IAB and one wire from the GSR EVAP to make the OBD-1 EVAP work.

It does depend on what ECU your going to run. A chipped P28 (or converted P05) would be best as you won't have to worry about wiring up the knock sensor. Just get one with a really good base-map for your motor from a place like pherable.net. They can even convert your stock ECU (weather P05 or P28) if you can send it in to them. If you've got a VX, you will need a different ECU as people won't modify them.

If you need to pass BAR, you better go talk with them first before you do anything. They will tell you exactly what you need to do so you can pass. I know a lot of times you need to convert everything on the JDM motor to US spec (which is very costly). That is if they still let you do JDM swaps at all.
