Default Overheating & Fan Issues

I have a 95 Integra SE. I can't figure this out. It overheats after sitting for a while because the cooling fan isn't coming on. But both fans do come on when you turn the a/c so the fan works. Coolant level is good and both upper and lower hoses get warm, so I assume the thermostat is working. Any ideas?

ECT switch, fans work when A/C is on because the A/C circuit and rad fan control module, [misnomer, should be condensor fan control module] turns bot rad and condensor fan on when A/C is on, the ECT switch turns on the rad fan only.

Unplug the ECT switch and jump the 2 leads, [green and black] in the plug, [ign. switch must be on] if rad fan turns on replace ECT switch, if not, check the green lead between ECT switch and the rad fan relay. 94
