Default How to check codes for CEL...

I have a 95 accord ex coupe....when i start the car i have no check engine light...as soon as i get rolling to 30 mph it goes off...i dont feel any difference or stutter until i come to a comeplete stop in park when the idle drops slightly to 500 and then goes to around 750....if using the paper clip method will it still show me the blinking lights if the cel isnt on?
