92 DX hatch idle surge

Icon6 92 DX hatch idle surge

First off I apologize if this is being posted in the wrong section. Second I did search for this issue but didnt find anything quite as similar.

I have a 92 DX d15b7 with a weapon R intake.

So heres the problem, when cold the engine surges, when warm the engine surges. The only thing is that when the car is moving at 10+ mph the surging will stop. Below that and at a stand still it surges like crazy. here is what ive done to try and correct this.
New TB with Map on top & Gasket
New IM gasket
New FITV & o-rings
New IAC
Tryed stock intake
sprayed carb cleaner EVERYWHERE, no luck in finding leak
New PCV & hose
TPS voltage within range.

what in the world is left to check??

also forgot to mention that i have bled the coolant & changed the thermostat. Other than that someone put an automatic ecu in the car & its 5 speed.

Surely any 92 -95 p06 M/T ecu will work right

That's correct. Using a p06 (automatic ecu) will NOT affect the idle. I'm currently having a similar problem but it's not nearly as bad as what you're describing.

Have you checked to see if all of your grounds are clean?

Test the ECT sensor.

Use your finger to cover the hole in the TB leading to either the IACV or FITV. Does covering one of these holes stop the surging?

I have checked the two holes, when covered it slows the issue down, but doesnt correct this issue. Like mentioned i replaced the FITV with on from Honda, and the IAC with a known working unit. ECT as in engine coolant temp sensor im guessing, havent tested it, but have pulled it out and inspected it and also cleaned it. Of course I've tryed the coolant bleed for about the 15th time. What is an acceptable range for the ECT to show & is this at operating temp or completely cooled off?

Have you tried covering both holes at the same time?

The ECT sensor should read 200-400 Ohms at engine operating temp.
