Default Screw that holds rotor button on

What was Honda thinking when they put that damned philips head screw on the distributor shaft(4cyl) to hold the rotor button on? HOW do you get that out? I even tried an impact screwdriver with no luck.

What I wound up having to do one time is to remove the distributor, remove the pieces surrounding the screw and used a pair of vice grips to grab it and turn it about an eighth or a turn each time and then remove the vice grips, put it back on the screw and turn it again, until I can manually take it off.
