code 17? 18?

i have a 91 dx hatch automatic and my car wont start interior is removed already and my ecu is flashing codes 17/18 whats goin on here? Thanx for all the help.

#17 is the Vehicle Speed Sensor

i cant find a code 18.

now a 19 is a Lock up solenoid valve(ONLY FOR Autos) so maybe u miss counted...
