no the throttle cannot be connected to that pipe

 

by seeing the tranny vent in pic two looks like a b series. the one on the neck is a coolant line . if the other is for a coolant line then its very well possible it does go there. but as posted above if the one nipple is bigger then the other im pretty sure it doesn't go there and you have routed something wrong. i think B red line is just drawn to the area i dont think he means that hose that goes to the heater core i think he means to the nipple shown in pic one.
