Repair/modification of stock Honda bumper
Is fiberglass ok for fixing a bumper, or do I have to use a special adhesive or something?
By fix, I mean I cut the opening larger and want to reshape it a little to get more air in. And I have some random holes where someone tried to attach a lip or homemade diffuser or something.
Before someone calls this rice or anything... I don't care, it's function over form. The car is being turbocharged and I just want more air to flow through the intercooler and radiator to keep everything cool.

give it a shot! try out your methods on the holes where a lip was first to see how it comes out (on an are not too visible) and if you like the results you can try the trickier stuff.
check out my thread about fixing my ITR lip

Same concept with your bumper. You just need to make sure your bumper and the lip DOESN'T MOVE after you fixed them... i would suggest you severely scrape the back of your lip, and the area where the lip mate with the bumper, this way it when you apply resin between the lip and bumper, it will bite into each other... but if you lower your car too much and hit a bump, it could still break away...

Alright, well I'll try it then.
codenamezero, good suggestion about making sure it doesn't move. Probably have to put it on the car or afix it to something to hold it steady so it doesn't dry kind of twisted or something. And no risk of hitting a bump, only lowered an inch.
If I get to it tonight, I'll take a picture or two. Otherwise it will be soon.

I would think plastic welding would be significantly better than fiberglass for a bumper cover. A bumper cover needs to be able to flex without cracking.
I actually just used body filler to fix the small nicks in my bumper last night. for anything bigger than filling in small nicks, it's just more cost effective to buy a new bumper for $80
