can a B18 AEM fuel rail work with a B16 motor ?

yeah i'm pretty sure all b series parts are interchangeable.

Which year? They only have one for the 99-00 Si.
The other years, the IAT gets in the way of the fuel rail. I know this because I was looking for one myself.

No, it wont... the b16 has a different rail than the GSR, LS, and ITR... trust me... I had one...
