Well no ones pmed so here is the first issue. I installed a new head gasket and t-belt and the car will turn over just fine but will not catch at all? It doesent even want to start to catch. I am getting spark and fuel. I have triple checked all conections and plugs. What else could it be?
well i would guess your timing is off or you left something unplugged. is the engine making any weird metal noises when you turn it over?
how did you check for fuel and spark?
did you unplug the battery before you started doing anything? check all the fuses even if you did

Can you pull the upper t-belt cover and recheck the timing? Also make sure the the dist rotor is pointing to #1 wire on the cap.
From there you might rent/borrow or use a compression tester.

if its not do I just pull the distributor and turn the end the other way?

Yes, if you pulled it during the head change and that....it is hard to do but the dist can be forced into place 180* out. So if you line up the marks on the timing (cam right, crank right) and the rotor is pointing wrong (180 the "other" way-I think that would be towards #4 cyl).
