Icon2 96 Civic LX Brake Problems?

So I have a 1996 Honda Civic LX and I have recently been having some break problems. In order for me to get some Brake action, I need to push almost all the way down on the brake peddle. I already tried replacing the front and back brakes, along with the Master cylinder and flushed out the lines. Still my brakes are acting the same way? I'm a newbie to mechanics, so can anyone point me in the right direction to what might e wrong with my brakes?

Thank you in advance!

The brakes must bled in the proper wheel order and in such a way that does not introduce air into the system.

Or have a shop hook up a brake line flush machine and do it that way.
A little more expensive, but it pushes ALL of the air out of those lines.
(never had a problem with the one at the shop I'm at ^^ )
