The JDM rear foglight (in the taillight) you show is more likely EDM.
Rear foglights go on the driver side of the car OR both sides. So the one that's integrated into the taillight is for a LHD country.
IIRC, the part number used on the packaging for the ones sold here to put in the bumper, those were used on Capas, ITRs and such. So it's sort of a universal item and could be put on either side or both sides.
Understandably, I'd get the one on the correct side if I were you. That's what I did.

The bottom pic is EDM. JDM tail is just a regular taillight. People add the rear foglight in the rear bumper for show. It's really not suppose to even be there, some just like it there. There isn't an exact spot where to put it either.
'92-'95 USDM Civics might not though.
JDM and EDM EG's had the rear fog light integrated into the rear inner hatch light assembly, quite a few of us have added these to our cars, mine is more functional since I do alot of driving in adverse, low visibilty situations.

I still think having it in the taillight looks better, though those are more difficult to find. The good news is that if you decide to put it back to stock or you don't like it anymore, you don't need to find a whole new bumper!

And, don't forget that for the really thrift-conscious, just follow my DIY to retrofit a rear fog light in to your CDM/USDM inner tail lamp for .... say, less than $30 to $40.

Thing is, the one in the bumper is more well known in the US. Noobs and other JDM fan boys are just going to automatically vote for that anyway, I would think.

I would suspect those are still quite rare in the US, at least on Hondas. Mine is still the only one I've seen in person (though it's a '98), and I see the bumper mounted ones ALL THE DAMN TIME.
I think you might have just said that you're theorizing that a lot of people on here have seen the integrated fog light in the taillight.
