IIRC (it's been a few years since I saw a '96-'00 hatch with the spoiler off):
Remove the panel on the interior. It's held on largely by plastic clips, I think. You can see the locations of said clips in the service manual.
Unbolt spoiler (reached from the inside of the car).
Unplug third brake light built into spoiler.
Installation is reverse.
