Default 96 civic FAN problem

I have a 96 civic and ive had my car in the shop 2 times for overheating problems due to fan not coming on. Both shops ive gone to have just replaced the fuse and the actual switch to the fan, it will come on for 2 days and then just stop coming on. I believe it's an electrical issue but what would cause that? and what do i need to replace to fix that? Has anyone else had this issue..thanks

Are you losing coolant?

Start here:

Bleeding the cooling system may take 20-30 minutes.

1) Park the car on an inclined driveway with the front end higher than the rear.

2) Push/turn the dash heater lever/**** to MAX heat. Fan need not be on.

3) Follow the directions in the diagram below

its only overheating when im slowing down or stopped, when im driving my car stays somewhat cool. When i stop the car and let it run it starts to come out of the res, and my hoses have no pressure...ive had my block tested for headgasket so i know that isnt the problem.
