No power to Vtec pressure sensor
I just rebuilt an engine on a 98 Honda Accord EX 2.3L with Vtec. I had to rebuild it 3 times (1st- Piston rings, 2nd- Replaced head, 3rd- Head i bought was bad so i had to swap it and re-install) since this issues my friend was having, was not just related to the piston rings. Also in addition to replacing the rings, i had to replace the alternator, the fuel pump, the fuel pump relay, and the knock sensor (because i broke it). Now i crank it up and take it for a drive and it hiccups when it gets around 3800 rpms until i let off the gas. I had a CEL so I had the code pulled at Advance Auto and im getting the p1259 error code. I have tested the Vtec solenoid and Vtec pressure sensor to insure they do work. I even rigged up a light inside the car so i would be able to see when the Vtec solenoid was receiving power, but it never did. I have tested further and it looks like the Vtec Pressure Sensor is not receiving any power from the ECu when the car is in the ON position. Any ideas on what this could mean?

Note: I cleaned the Vtec Solenoid screen when i replaced the head. The gasket was in great shape and did not look like it needed replacing.
I have had my friends car for 2 weeks and she needs it back.
