Heat coming through eBrake/Armrest EJ8

Hi,
I have a 2000 Civic ex Coupe.
During long drives/after the car has been running for a while, I get a significant amount of heat coming out by the armrest where the ebrake is.
What could cause this? Is it normal?
All that is under neath is metal so could it just be the exhaust warming?

I believe it is, but even if i'm driving with the windows down I can still feel the heat.
Should I be concerned at all? Any way to 'cover' it up?

I believe so, I don't have a cat so i bought a cat-->muffler off of craigslist so ill double check while i'm installing it.
When I had the tranny changed and was under the car, I think i did see it
