Default new to hondas, 92 civic lx cam timing question

hi all, i just traded my jeep for a civic due to gas prices. i ended up with a 92 civic lx that has issues. so far ive fixed the cracked radiator, throttle body gasket leak, and did a compression test. all cylinders had right at 150 psi but im lacking power. seriously lacking power. theres a group of 3 notches on the crank, and a fourth notch about an inch away from the rest. where should the pointer sit when the cam is on its mark? any help would be appriceated. btw, this is my daily driver. i wont be modding it so stock is the name of the game here.
thanks

TDC1 for the crank pulley is when the lone white mark (not group of three) aligns with the pointer on the lower timing belt cover.

When you have the mechanical timing perfectly set, then adjust the ignition timing to spec:

The red mark is the middle one in the group of three.

If the ignition timing is also dead on, then do an ignition system tune up and check for a clogged cat.

Any CEL codes?

nevermind. i couldnt move the dist. far enough so i re-read the instructions and turned the engine the opposite way to check valve timing. its 1 tooth off. NEXT PROJECT, TIMING BELT!

thanks for the info everyone. my next question is; how accurate are the timing pointers on the covers? for some reason i cant get them both dead on. im always about 1/2 way between teeth on the cam line. the tensioner bolt is in the access hole so im fairly sure that i have the right belt.
