Default AC cause harder pull out?

Just got my AC belt put on. It really dogs my car down when I turn it on. Also it causes my car to shutter when I pull out? Is this because the extra load? If I rev it alittle higher it will pull out half ok. Also my clutch is brand new so it's not that.

Does the condenser fan run? Is your A/C system over-charged with refrigerant?
