2000 Honda Civic Fuel Problem, will not start

Default 2000 Honda Civic Fuel Problem, will not start

Everything that is going on:
Engine cranks, but does not turn over.
starter sounds fine.
Checked spark plugs for spark and they are getting spark.
I can hear the fuel pump prime when key is turned on. Fuel is making its way to the fuel rail, but the spark plugs are completely dry.
Hooked up an OBDII to the car and it is not throwing any codes.
The car sat for a while without running, but like I said there is fuel in the lines all the way to the rail. This is the second time it had starting problems after sitting for a little while. The first time we got it to start up with a little starting fluid. It ran completely fine for a two hour trip, and than started again for a 13 hour trip. After sitting again it wont start even with a little bit of starting fluid.

Next step to do is what? I was thinking of taking the fuel rail off and checking to make sure the fuel injectors are not clogged and to see if they are even working. There is also obviously an electrical aspect to this, but I'm not sure how to check this out. What kind of readings should I be getting to each fuel injector? Are there any reasons why the fuel injectors would be completely stopped and not spraying?

no I have not, I'll look at it here this afternoon and get back to you.

check done: had a click on on position, clicked when the check engine light went off, and clicked when i went to start.

http://www.tegger.com/hondafaq/mainrelay.html says if it clicks at those three times its fine.

After further researching I can also eliminate the ignition switch as well. All the lights on the dash seem to be working fine. There were also no issues with it stalling.

Check each fuel injector clip (Yel/Blk wire) for battery voltage to body ground with the key in ON(II). Post the results.

After hooking up the multimeter we got 40.3 ohms across all four cylinders.

You need to measure voltage (DCV) not resistance (Ohms).

I've had some other work to do as of late and im just getting back to this post since I had time to work on things. We took the reading on the voltage at the fuel injectors. The readings were this:

Cylinder one fuel injector had .268 volts, cylinder two had .277 volts, cylinder 3 had .278 volts, and cylinder four was at .268 volts.

I'm not sure what they are suppose to be at exactly but im going to research that now. If anyone could give me a bit of advice on what to check next i would appreciate it.

Have you checked coil resistance? They often give hard starts/intermittent failures before going altogether. After a lot of cranking you should smell fuel in the exhaust. If you do, I'd say your fuel system is ok.

Those voltages are extremely low. What voltage do you measure across the two battery terminals?

Did you unplug the injector clips, turn the key to ON(II), and measure voltage to body ground at the Yel/Blk wire terminal of each clip? If so, what did use as body ground?

Yes we thought so as well, we retested everything. The battery was getting 12.4 volts dc we grounded that to the frame. The fuel injectors were a different story. This time when we used the multimeter on it we grounded it to the ground on the manifold and checked it and it started out at like 200 mV and got up to 400 and we stopped testing it for the simple fact that it was still going. Either way its strange that it is reading it in millivolts. If it was getting a volt or more it would of started out in volts measurement. Any ideas as to what would be causing it to not be getting the proper voltage? Key was in On (II)

Check 15A hood fuse 44 and 15A dash fuse 13.
