Just to clarify...

Cranking and turning over are the same thing (the engine crankshaft is spinning).

That main relay buzzing hints to wiring problem.
2X for the grounds.

If you have a solid LED light the ECU is probably fried.

Check Fuse #14 (Alternator Solenoid I believe is the name on the panel) under the dash as it powers ECU, Main relay etc.

IS your battery good? Low power makes relays buzzzzz.

other than that, everything I'm finding points to they thermostat grounds or your battery to chassis ground.
Skimming the internet and some have just needed to remove the grounds and hit them with some sandpaper to clean them up.

Anyway - thinking if that doesn't work then maybe directly hook a ground to your main relay just to rule out the possibility of a ground issue.

when you turn the key to the on position the red light on your ecu will come on for a few seconds then turn off. if the light doesnt turn off then your ecu is fried. pic you up from a scarp yard and give it a try. thats what happened to me and it ended up working fine. keep us posted

Could be the distributor, or specifically, crank sensor located inside it. When the PCM doesn't see signal from the crank sensor, it won't allow the main relay to run. No spark, no fuel. It should still prime though. Does it prime?

I've got the same problem. I got my 91 CRX hf from my uncle as a car to learn on. I've got no spark, nothing makes any noise, and I'm just learning about engines. I learned body but thats about it. Where is this relay at? The people that had the car before us took a lot off the car so I have no clue as to whats wrong with it. no spark, no fuel.

The main relay is up under the dash behind your coin holder.

http://techauto.awardspace.com/mainrelay.html

Check that website, it has all of your troubleshooting steps for a main relay issue.
