Yes B16 Head is the best head for the money. Ive been TOLD that a B16 head on a B20 can run about the same times as a type r swap. Not verified but seems to sound about right if that guy is running 14.6 on a stock B20.

70mm tb will hurt you on an stock NA build. port your intake manifold, get a b16 trans if you dont already have one. convert to obd1 and get it tuned. lighter wheels, remove interior, ect.

i just recently did the obd1 mani and im currently running a cable ls trans.
id like to stay straight b20 non-vtec my block is obd2 which means i would have to tap it for vtec, im kind of hesitant about doing that. id really like to get a set of cams but not sure which route i should go. stg1 crower and get new valve springs? just something mild in mind i had... what to do what to do...

Definitely look into a shorter geared tranny. IMO, it deserves just as much attention as the motor itself.
That ls trans is robbing you. Trust me. Id look into that next

If I were you, I'd have your ls fifth gear set installed in the new trans though. While it's out anyways. Believe me, you'll wish you had for highway cruising
