Default Immobilizer issue

2005 accord wont start but it cranks. The green key light on the cluster blinks continuously when the key is turned to position II. Also, the battery light and cel is not visible when the key is turned to position II but all the other lights seem to function properly and I don't hear the fuel priming either. I tried the valet key and the main key, neither start the car and have the same symptoms with the green key light blinking etc...

Questions;

1) How do I know the reason why the car won't start is because of the immobilizer?

2) How does one know if the keys need to be reprogramed?

3) Are there any signs of a fried circuit that may cause this issue? If so where do I check?

The reason why I ask is because Honda wants to charge $110 to reprogram the keys which isn't a big deal, but the service guy mentioned I should have the car diagnosed to make sure that is the actual problem, cost would be an additional $200. To make things worse I would have to tow the car there which is another $XXX on top of which ever service I need done.

First be sure your battery has sufficent voltage. Immobilizer systems are very sensitive to having the correct voltage. See if you can jump start your vehicle if you don't have a jump box. Secondly, Check the drain for the evap to make sure it isn't clogged and dripping water onto the PCM which is located on the front hump in the middle of the dash. I had a 2005 TL with a clogged evap drain tube and it was dripping water onto the PCM and fried it. You'll have to pull back a little carpet and I think a small plastic panel.
