so the wipers work, when i turn the switch on, and it goes up and down fine, but why does it park half way of the windshield?

is the motor broken?

Make sure the nut is tight on the wiper arm. Sometimes they work themselves loose, and can cause your blades to not function properly.

Here's a reference photo for where the nut would be placed: http://i379.photobucket.com/albums/o...t/IMG_1623.jpg

I have a '98 Civic but had the same problem.

Turns out the park switch in the wiper motor broke. The easiest and cheapest way to repair was to just replace the wiper motor. $25 used on eBay (with linkage). This generation might not have a similar assembly though.

Pop the caps off of your wiper arms and look at them. Are the nuts loose? If so, tighten them. If not...

Pull the cowl off and operate the wipers. Are one of the plastic bushings in the wiper linkage broken off? If so, search google for "Civic wiper transmission" and order the linkage online for $50.00ish or pay $150+ at a local parts store.

If linkage is good....

Remove wiper linkage from wiper motor and reset it to all the way down, then retighten nut and operate wipers. After shutting wipers off, does it continue stopping in the middle?

If problem persists, replace wiper motor.
