Default Radiator fans not working

I have a 97 accord 2.2 lx manual trans non vtech. My cooling fans are not coming on causing the car to overheat at idle. When the ac is turned on the cooling fans do engage. I have checked both fuses and the relay in the fuse box under the hood. i have also replaced the ECT switch that is located by the thermostat. When I jumper out the ECT switch connecter the fans do engage.

sounds like the fan relay which is the 2 relays on the right side of the radiator. one of them must be bad.

Nope. Each fan has a separate relay. The two you are talking about is one for the condenser fan, and the other for the AC clutch relay.
The Rad fan Relay is in the engine bay Fuse box.
If both relays are good , I would suspect the Fan relay control box which is behind the glove box. It is literally behind the glove box and you can get to it from underneath. It's a black box that sits behind the GB and you push up on it to release it, then dros down.
