Default Got major problems with test motor

Please bare with me cause I've done alot.

I made my own tucked engine harness. Used most of th stock wiring extened a few other. Did one at a time as to not mix them up.
-The car barely runs on the P05 ecu. I'm not running the chip in it. This is just to test my wiring so I don't blow built motor when it's done.
-WHen it does run it runs ok, wont rev past 3k, once you turn it off it wont restart. Pull the plugs and their soaked in fuel. So in order to get it to restart I have disco the the resistor box and plug it back in at just the right time so it stays running.
- FP is stock 35Psi
-I've got a solid CEL jump the plug it stays solid.
-Check the Ground/Power wire volt/ohm good.
-Injector wiring ohmed good
-Ohmed the tps wiring it was good
- Stock Injectors ohmed good/ and soaked in seafoam
-Tired a virgin P06 wont run at all. Installed PO6 in my Ek and it ran fine
- Timing its dead on for A6/Y7, along with ignition being in the straight up position
- Disconnected the tps the motor tone didn't change so that maybe bad.
- Disconnected the IACV motor ran the same, it also made a whinning noise when connected

What I dont understand is why wont it run on the P06 at all.
I'm now just running in circles any help would be great. thanks!

I just finished trying the IACV, tps, map sensors out of my EK didn't work.

And could somebody tell why the CEL doesn't flash when I jump the service connector?

Didnt read anything from the first post bust as long as you are OBD0 you dont have to jump anything. You just look at the flashes that appear on the ECU automatically.

I don't have any OBD0 ecu's all I have is OBD1's with the jumper harness, and Dizzy

I did forget something since the car is in the process of being a race only vehicle. I have No emissions equipment. Could this cause it to have a solid CEL, and not run? Again its a OBD1 ecu not running on the chip

Have you tried grounding out the pin-out directly?
