Default fuel pump problems

when i turn on the key nothing. i removed the back seat took off the plate and took two wires off a drill battery and tested it. it worked from that spot and i seen some rigged **** by the door under the carpet. it worked there when i tested it. i fixed that problem with some shrink wrap. i went to test the wires by the relay and nothing. i thought it was the relay before i started any of this. i got a new one and a new key switch and still nothing. i was wondering if i just toggle it but that sounds like a retarded *** plan. any thought on what to do? if its screwed i have a 91 civic si i can rebuild. leaning more on that side cause this 89 dx is getting to much for me to handle.

Is the ecu "known good"? There are not very many things that will cause the pump not to prime.

Take a test light and check for a good ground at the pump and at the relay. you could have loose or bad ground.
