Vtec solenoid blocked off.....??

Alrighty, i bought a 1995 civic dx d15b and i noticed the vtec solenoid was blocked off with a plate on the head and the 2 plugs that would go to it are just hanging there. im pretty sure the engine has been rebuilt before. ANY ideas why the hell someone would block off the vtect solenoid? i want to buy a new solenoid but im not sure if there was some important reason it was removed... HELP

might not be a VTEC head.

Might be a VTEC head with non-VTEC ECU.

It's more likely a dual carbed D15B that someone converted to MPFI, they had a mechanical fuel pump bolted to the back of the head that has to be removed and then the hole gets blocked off.
