Ground control / factory shocks
Ive got a little problem here.
Ground control coilovers shipped in today from weaksauce and they might be the wrong ones but I'm not 100% sure.
Ive tried searching but no luck.
Ground Control part number 1022.03 97-01 type r with bilstein shocks
I ordered the kit for stock shocks and I was assured by a rep that they would be correct.
Does this kit work with stock struts also? There is an instruction manual that says to cut a bunch of **** off the shocks and remove the lower part of the bump stop?
Someone help me out

You can lower them as much as you want on stock shocks. I ran my Civic at -3" for over 5 years without incident. Stockers were still in good shape when I traded them out for Koni's. Of course in Las Vegas the roads are much smoother than other places.
Riiiiight. Because factory shocks love to have 3" less stroke and higher springrates thrown at them.

Any shock you pair with Ground Control Coils will have the same amount of stroke as stock. Sure some have droop limiters,(Neuspeed) but that's about it. As long as your shocks have enough damping to control car motion, and your not using race-only spring rates, the car won't bounce. I've got 400/250 lb springs on a 94 Civic CX w/ B18C, extended top hats in the front and Koni sports. I was really surprised that the Koni's on full soft were WAY softer than my stock CX shocks. Of course on full stiff they are much stiffer too.
GCs will work fine on stock shocks, especially with GC's off the shelf spring rates. This has been covered in the suspension forum a million times.

OEM shocks are designed to work with the OEM springrates over 60K miles or so. On a Civic CX, this spring is roughly 90-100lbs.
Not only did you add a 300lb heavier spring to it, you also introduced more weight with a heavier motor.
You do realize that a heavier spring makes a shock work a hell of a lot harder, right?
Anyone who tells me that OEM shocks "work" with a drastic increase of springrate...I just chalk it up to someone who hasn't driven a proper suspension setup (or they are too cheap to buy a better shock).
And some shocks are designed to work with a limited stroke or a stroke that's close to "max". OEM shocks are not designed to do this, either.
Yes of course... it's the internet.
Really... I've never seen an OE style replacement shocks advertise any such fact. When it comes to replacement shocks, Koni Sport Tokico Illumina and Bilstein are the best. None of them say anything about being designed for "short storke whatever"...
There is only ONE single reason I would recommend against getting Ground Controls for your stock shocks: The standard-shock kit only leaves you one option to upgrade to adjustable dampers in the future. Tokico Illumina.
When I went from stock shocks to Koni sports, I had to buy new sleeves and collars specific to the Koni shock.

It's not so much the short stroke as it is the stock shock don't have the valving to handle the high rates. As you said you live where there is smooth roads most do not.
