Some pics would help in giving you advice.
I hear sand blasting is better then sanding rust because when you sand rust the dust from sanding will contaminate other parts of your car and create more rust down the line.
You will likely mess up since you have no idea what you are doing but we learn from doing, so give it a shot. The best chemical I recommend is por-15 I hear many good stories about.
There is a section on body and maintenance on HT check it out for in depth information.

Only way to really get rid of rust in those areas is to cut it out completely and replace with new sheet metal.
If you are only looking to slow down the spread of rust for a season or two you could use one of those rust converting compounds. Then use a spot putty, sand, prime and paint over everything. However using this method the rust will come back eventually.
FYI, Those rust spots in the rear quarter are usually completely rotted through from the back side. A rust converter won't do much of anything for a hole. Best thing for that is again to cut it out and apply new sheet metal. The quick temporary fit would be to fill it with a body filler. Then sand, spot putty, prime and paint.
