1991 Integra Overheating?

Default 1991 Integra Overheating?
A co worker of mine has a 91 integra that is overheating. He has replaced the thermostat and that didn't fix the problem. The fan in the vehicle WILL NOT turn on while the vehicle is running, however it does turn on when the vehicle is off. Any ideas?

test resistance of the temp sensor. first hot. then cold. see if it falls within spec
