Default 1994 integra no power hard idle after head swap

well the car was lsvtec. we switched back to ls head because it was burning leaking oil.
the head was prepped and cleaned. new intake manifold gasket and throttle body gasket.

well after the swap the car would not start. it finally started. but idle was very very low. this head was the original head on the car and it ran great. the car is running a p75 ecu. all obdI

it only started wot and it would not rev at all. it was steady 600rpm even at wot.
later it idled but very low like 200 below the line. i could slowly give it gas and it would go higher. than after 3000rpm is revved fine. cannot drive it at all though. will not start unless i have the pedal to the floor. then slowly starts and idles at 700 with the pedal down

the car has no cels.
its a big headache i cant figure out whats wrong
timing was checked. ill recheck it. spark is good. compression is good. fuel is good. and no cels

Have you checked the timing belt being off by a tooth? The white crank pully mark is TDC

yep the timing is dead on. i just redid it 2 minutes ago.
the car will not even attempt to crank. its not a hack job either. all wiring is stock. no extra wires or any bs.

changed spark plugs checked injector plugs, rechecked tps/map. i dont know what else to check now. i hear fuel pump priming

Have you checked the valve adjustment and run a compression test?

have not ran compression. test. but already did valve adjustment on it after i swapped it in.
ill check compression but im not thinking its that. the motor sounds like it has good compression by the way it turns and i can hear it

how are you suppose to set ignition timing if car wont start.
spark plugs were changed no difference. wires seem to be good since the car was running with the same plugs and wires

They meant mechanical timing of the crank and head. If that is off by a tooth or 2 it will cause hard starting and mushy acceleration that you described. Trying to adjust distributor timing if the mechanical timing is off wont fix the initial problem.
