getting new rims soon what offset
ok so i get a new part for my car every pay check and its come to the point where all i need is suspension and rims, well actually just rims now just purchased progress suspension but i was wondering if running a 10 offset on my 95 dc would i have any issue on rubbing? my buddy runs infinit wheels and he says that the integra will fit 10 offset no problem without rolling fenders but ive seen many post with people running into issue with low offset wheels and tire issue. i know my buddy is running a 205/40/r16 on a 16x9.5 with a +0 offset but i dont wanna look cholo on my dc2 i just want to know whats the lowest offset i can go without looking cholo and stretching tires and not running into rubbing issues. thanks
205 on 9.5" wheels is ridiculously unsafe and totally inappropriate in a 10 offset. But it's also an example of how far people can go out of bounds of what's reasonable and still have a car that's "driveable."
I've got 195/55/15's on 38+ 15x7's and I wouldn't go any lower offset, but not because I'm close to rubbing. Suspension control is better with the wheels closer to the arms so if you care about performance (and looks, IMO), that's about the range you should be looking at. FWIW my setup is already wider than stock.

16x7 +40 with 205/45/16 is pretty common easy to run
i ran mine without rolling, no rubbing
16x7+40mm offset and im running falken ziex 205/50/16 on the integra, and my friend with the ek is running the same wheels but with 205/40/16; also no rub

my newer setup with 17x7.5 +35mm with 205/40/17, no rubbing either

same setup but with 25mm spacers, so it puts me at 17x7.5 +10mm

You'd be much better off with a 7" or 7.5" wide wheel. Much, much better tire selection that way.
But yeah, a +10 offset 16x8 isn't an appropriate wheel for a FWD Honda. Rolled and pulled fenders, and possibly added camber, will be needed.

FML! yeah i dont wanna look hood riding on those slammed hondas and stretched tires, not hating on that style but i do wanna go with the lowest offset i can without tire stretch and rub hmm what to do what to do!
A 16x7 +10 and a 16x8 +23 both put the outer lip the exact* same distance from the side of the car (* because I'm rounding off 0.5mm).
"Lowest offset" is a terrible goal. A 16x5 can be run with a negative offset and not stick out past the fender. The wider the wheel, the higher the offset needs to be to not "poke" out past the fender.
If you don't want tire stretch, you really want a 7.5" wheel at the widest. 8" wheels will mandate a 215/45-16 tire. A 7.5" allows either 215/45-16 or 205/45-16 and most tires only come in one or the other size, increasing tire availability significantly.
As for "what to do", first and foremost decide if you'll willing to limit tire sizes or not, so you can decide how wide of a wheel you can run (I'd seriously recommend staying at 7.5" or 7"). From there, you find a wheel in the correct width that gets you close to flush, and use a spacer to make up the small difference left. You can go up to 5mm on a spacer with stock studs. Go measure on your car how much clearance you have between now and the exact amount of "flushness" you want, and calculate backwards to determine the offset needed to achieve that.
Do you want low offset just so you can impress your friends? If so get 6" wheels with negative offset and have them fawn all over you. If you want the tire to have a certain relationship to the fender then determine what that relationship is using the information TunerNoob gave you.
