Default B18C1 won't Rev past 2500Rpm

2000 GSR, B18C1, OBD1 ECU, won't rev past 2500Rpm

Brand new dizzy, cap, rotor, plugs

Unplugged the IAC and won't past 1500Rpm
Unplugged the MAP and car cut off.

List all CEL codes that are thrown. Then reset the ECU to see which ones return.

OBD1 can't put a scanner on it to get codes

ecu jumper. blue connector near ecu tray. should have 2 pins. paper clip from 1 pin to the other. turn key, then count the CEL flashes. look it up for a better example

1982 mini Cooper w/B18C1, with no ecu jumper pin. Lol

Even still, if you cannot pull codes no one can help you accurately. And even if you could pull codes using the plug how d you get them to show up anywhere?

It's a Honda engine no question. But it's a hybrid chassis so a lot of the usual troubleshooting techniques will no longer apply. Especially if you cannot pull a code.

Was just told Hondata can be plugged into my ECU. Is this true??

You have to solder in things to add the hondata to the ecu
