Default timing, advance, power issue

Hi,
I have a 91 crx hf that I recently purchased. It has the 1.5 and 250,000 miles.
It was having a hard time getting up hills and was getting low 30's for mileage.
I can't seem to time it. When I first start it and it is reving higher I can get the mark to line up but when it warms up it drops to about 500 rpm and the mark is off. I messed with the idle screw and probably shouldn't have! I am jumping the advance mech.
I have checked the cam gear and it aligns right with tdc,
the valves and belt are in adjustment and look good. Ive replaced the fuel filter.
The po said they had replaced the dist but had the wrong o ring and that it was o.k. now. Is it possible that oil leakage wrecked the new distributer? The symptoms almost seem to be that it's not advancing.
Sorry to go on and on, I love the little car but haven't been able to enjoy it! The motor runs smooth with no misses.

Are you sure you are setting the timing correctly? You have to complete the circuit on the ECU connector - to eliminate electronic advance. In other words I doubt the person before you knew how to set the timing either...

EVERYONE WHO OWNS A CAR AND IS GOING TO TOUCH IT SHOULD HAVE A REPAIR MANUAL!!!

You are supposed to do it when the car is warmed up, when the cooling fan comes on. That is what it states in the shop manual.
