i have a friend who owns a shop and wants to import Integra Type R(s). What laws are there and will he get in trouble?

No, they don't vary. It's a federal law. You can't legally register an imported Type R. You can remove the engine and bring in the chassis as parts, use it as a show car or for racing, but it can never be on a public road.
I went with a buddy of mine to NJ state DMV and we registered his JDM ITR, and it's legal. I'm in law enforcement here in NJ as well, and never had an issue with a JDM or other stock RHD car. Clearly, it does vary.

The first thing people always want to know is how to register a GMV. Almost ALL grey market vehicle owners (or the company that imported the chassis) paid someone at the DMV (someone who knew somebody who know somebody) a couple thousand (under the table) so they would write them a US title using the original 10 digit Japanese serial number. This is ILLEGAL. GMVs (grey market vehicles) must go through a rigorous process. Just because your CTR or ITR is STATE titled and STATE registered doesn’t make it legal. Most state DMV workers do not know the ins and outs of GMV FEDERAL requirements. (Federal meaning ALL 50 US states HAVE TO COMPLY)

so im assuming youre some kind of state level law enforcer because these guys always seem to think they dont have to answer to anybody on the federal level. its in black and white all over the ntsb website.

My answer to you is that you're definitely going to find a mix bag of answers. A ton of people have registered them with the Department Of Motor Vehicles, but the bottom line is Most japanese Spo Com cars such as the Integra's and the Civic's Don't meet DOT standards in which they'd be deemed drive-able for off-road use only. Honestly, there are a few loops holes in the federal system as you can see. As for your friend and his shop, I believe you can only sell an Authentic RHD as a private sell and get away with it whether it's registered or not. If you look around you'll see them for sell in the states. As for selling it as a dealer I highly doubt you can sell a car at a dealer that isn't Federally legal.

I lol'd at the state level comment. If the DMV sells you a registration for the vehicle, which contains an issue date and expiration date, the VIN number, which can be issued a 17 digit number to make up for the JDM number, and it's on the reg card as well, and you have all required documents for the vehicle from the DMV and insurance, it's legal. You can't be penalized for driving the vehicle you legally have registered. If the state is putting these vehicles on the road then the driver isn't doing anything illegal, it's in the states hands any responsible it might need to take from the federal government.
