IMO the y7 is in a gray area, being that the head is different however it's still a 1.6l sohc non vtec... best way to know is to call your local ref station and ask, it would suck MAJORLY to have to install a full obd2 system into an ef

Here in the Bay Area the Smog ref looks up what year Hondas or Acuras had that engine originally. Then he checks to see if it has all of the smog-related parts from that car, and that any aftermarket parts have a CARB EO number for that car.
My son had his 88 CRX BAR'd with a 90 Integra LS setup. The ref sent us back several times to get things like a stock Integra air intake pipe, fuel rail, etc. He even made us replace the intake manifold because the one we had was from an automatic Integra, so it had an extra vacuum port that we capped. We had to go to Pick N Pull to get an intake manifold from a manual car.
They look it all up in Alldata, so if you can get access to Alldata, you can see what they will be looking for.
Make sure you hide any unhooked electrical connectors or capped vacuum lines.
It was worse than a proctology exam for us.
Looking at wikipedia, your engine came in these cars:
1996-2000 Honda Civic DX/VP/LX/CX
1999-2000 Honda Civic Special Edition - SE(Canada)
1996-1997 Honda del Sol S
1996-1997 Honda Civic Coupe LSI
Looks like you will need to go OBD2. Sorry.

Thanks for the infos.
My plan was to just use the d16y7 longblock and use the d16a6 intake manifold, exhaust manifold, and transmission. Also run everything obd0 like distributor and ecu, just that the motor is a y7. The d16y7 is my spare good motor and just need to pass smog.
