A/C blowing warm at idle
Heres a little background:
95 civic, car came with no a/c, put a used a/c setup in and used all original parts. I didn't realize you're supposed replace the dryer eveytime the system sees air. After the installation I took it to a shop to be vacuumed and filled and it has worked ok ever since. It blows decently cold on the highway but not that cold at idle. The condenser fan works fine and the engine temps are normal and radiator fan works as well. The condenser looks as if it has seen some better days. Would it be worth replacing the condenser and dryer and recharging the system?
Cliffs:
A/c blows cool not cold at idle, fan works, will a new condenser and dryer help?

Any A/C system that has been open for any length of time should have the filter/dryer replaced and the system flushed out, dirt and moisture are an A/C systems worst enemy.
As long as condenser does not leak and the fins are not blocked with debris or folded over on themselves restricting airflow, it is fine, if fins are not "crushed" a condenser "comb" can be used to fix it... http://www.youtube.com/watch?v=mwzwboqN5Cw 94

Most likely a lack of refrigerant, there are several other culprits but generally that is what I see if it still blows modestly at a stand still.
Make sure the fan works and is blowing the right direction (don't ask, I've seen it many times lol), and that your condenser fins are not blocked like the guy above me said.

To help with the diagnosis, hook up a manifold gauge set to measure the high and low side pressures.
